Common causes of delay, and how we avoid them
Building differently from the permit
Site changes made without a permit amendment can block the completion certificate. We check each change against the approved drawings and tell you when an amendment is needed.
Choosing a contractor on price alone

Work covered before inspection
Reinforcement, waterproofing and buried pipes cannot be checked once covered. We require inspection requests at agreed hold points.
Verbal variations

What the owner's-side consultant does
A construction contract has two sides. The contractor builds and wants to finish at the lowest cost. The owner pays and wants the building shown on the drawings. A project management and supervision consultant works for the owner. We check that the work follows the approved permit drawings, the specification and QCS. We check quality and quantities before you pay. We keep a written record of inspections, instructions and changes. In Qatar the supervising consultant also has a formal role, because the completion certificate file relies on the consultant's report.
From tender to completion certificate
Before construction, we help you go to tender with clear documents and compare the offers. During construction, we attend site, answer inspection requests, review shop drawings and material submittals, and report progress. When changes arise, we assess variations and keep the permit in step with the building. At the end, we snag the work and collect the handover documents, including as-built drawings. Is a supervision consultant required for construction in Qatar?
Permitted building work in Qatar is normally supervised by a consultant named in the permit system. The consultant's report and as-built drawings form part of the completion certificate file. We confirm the requirement for your project at the first consultation, which is free.
How often will you visit the site?
It depends on the project size, the stage of work and the scope you choose. Foundations, each slab pour and concealed services need inspection before they are covered. We agree the visit plan in our appointment.
Can you supervise a project that another consultant designed?
Yes, in principle. We first review the permit drawings for gaps. A change of supervising consultant may need to be recorded with the Ministry of Municipality.
Do you guarantee the completion date?
No. The contractor controls the labour and the authorities control their inspections. We give you a realistic programme, report delay early and tell you what is causing it.
