Building Permit in Qatar: Drawings, Submission and Approval
A building permit is the Ministry of Municipality's approval to build, extend or alter a building in Qatar. Many people still call the Ministry Baladiya. We prepare the drawings, submit the application through the Ministry's online permit system and answer the review comments that follow.

Who reviews the drawings

Ministry of Municipality
Reviews the design against planning and building rules and issues the building permit.
Qatar Civil Defence
The General Directorate of Civil Defence at the Ministry of Interior, often shortened to QCDD, reviews fire and life safety.
Kahramaa
The Qatar General Electricity and Water Corporation reviews the electricity and water design.
Ashghal
The Public Works Authority reviews drainage connections and road access where these apply.
Ooredoo and Vodafone
The telecom providers review the telecom room and cable routes where a telecom clearance is required.
How it works
The steps below are the usual sequence. We confirm the exact route for your plot and building type at the start.

Plot check
We review your title deed and plot plan. We confirm the allowed use, height, setbacks and built area for your zone.

Concept design
We draw the layout and elevations and agree them with you before any submission.

First design review (DC1)
We submit the preliminary design. This stage checks the architecture against planning rules and the main safety concept.

Detailed design review (DC2)
We submit the detailed services design. Qatar Civil Defence, Kahramaa and the other service authorities each review their own part.

Comments and resubmission
Reviewers send comments through the system. We correct the drawings and reply to each comment in writing.

Permit issue
When the required reviews are approved, the Ministry issues the permit.

Common causes of delay, and how we avoid them
Design breaks the plot rules
Setbacks, height or built area exceed what the zone allows. We check these limits before we start drawing.
Drawings disagree with each other
Structural or MEP drawings do not match the architectural plans. One team coordinates all disciplines before submission.
Ownership papers out of date
The title deed or plot plan does not match the current owner or boundary. We check the documents first.
Service authorities considered too late
A Civil Defence or Kahramaa comment forces a late layout change. We design escape routes and utility rooms into the first layout.
Why the owner cannot submit alone
The Ministry of Municipality receives building permit applications through its electronic permit system. Access to submit is given to engineering consultancies registered with the Ministry, not to individual owners. The consultancy signs the drawings and is responsible for the design. Your first step is therefore to appoint a consultant. In October 2025 the Ministry launched an AI-assisted version of the system. It reads the drawings and checks them automatically against building rules such as setbacks, heights and areas. It then lists the items the consultant must correct. Consistent drawings matter even more under automatic checking.
DC1, DC2 and the other clearances
DC1 and DC2 are the common names in Qatar for the two design review stages. DC1 covers the preliminary design, mainly the architecture and the fire and life safety concept. DC2 covers the detailed services design. At this stage Qatar Civil Defence reviews the fire systems and Kahramaa reviews electricity and water. Ashghal is involved where the building connects to public drainage or roads. The exact stages depend on the project type and location. Small projects, such as up to four villas on one plot, follow a separate Ministry service from larger developments.
Building Permit: common questions
Can I apply for a building permit myself?
No. The application goes through the Ministry's electronic system, which is used by registered engineering consultancies. You appoint the consultant in writing, and the consultant prepares and submits the file.
How long does a building permit take in Qatar?
We do not promise a period. The time depends on the project size, the authorities involved and the number of comment rounds.
Do I need a permit for a small extension?
Yes, additions and alterations need approval. The Ministry has a separate service for small additions to an existing building. We check which service applies to your plot.
What happens after the permit is issued?
Your contractor builds to the approved drawings. A design change during construction needs an amended permit. At the end, the building needs a building completion certificate before permanent utility connections.
