Civil Defence Approval in Qatar for New Buildings and Fit-Outs
Civil Defence approval is the review of a building's fire and life safety design by Qatar Civil Defence. This is the General Directorate of Civil Defence at the Ministry of Interior, often shortened to QCDD. New buildings and most commercial fit-outs need it, so we prepare the drawings, submit them and answer the review comments.

Common causes of delay, and how we avoid them
Layout fixed before the fire review
The interior design is finished before anyone checks exits and travel distances. We check life safety on the first layout.
No record of the base building
A fit-out must tie into the building's approved fire alarm and sprinkler systems. We ask the landlord for the approved drawings at the start.
Wrong occupancy type
A unit designed as a shop becomes a restaurant or nursery, which has stricter rules. We confirm the planned activity before design.
Fire drawings clash with other services
Sprinkler pipes, ducts and lights compete for the same ceiling space. We coordinate fire, mechanical and electrical drawings as one set.
What Civil Defence reviews at design stage
Qatar Civil Defence publishes fire and life safety requirements for each building type. Its guide uses the codes of the National Fire Protection Association (NFPA) as the main reference. Where the two differ, the Civil Defence requirement applies. Reviewers look at two things. The first is life safety, which covers exits, escape routes, travel distances, fire-rated walls and doors. The second is the fire systems. These are the fire alarm, sprinklers, hose reels, fire pumps, water tank, emergency lighting and exit signs. The responsible consultant engineer signs the drawings. For a new building, these reviews sit inside the building permit process.
Fit-outs, inspection and the final certificate
A fit-out changes partitions, ceilings and occupancy inside an existing building. Civil Defence checks that the new layout still has safe escape routes. It also checks that detectors, sprinklers and emergency lights suit the new rooms. New fire alarm devices normally connect to the building's main fire alarm panel. Design approval is only the first half. After installation, Civil Defence inspects the site before it issues its certificate. That certificate is needed for the building completion certificate and for most commercial licences. We can also provide as-built drawings for the inspection stage.
Civil Defence Approval: common questions
Is Civil Defence approval the same as a Civil Defence certificate?
No. Design approval covers the drawings before work starts. The certificate comes after Civil Defence inspects the finished installation.
Does a small shop or office fit-out need Civil Defence approval?
In most cases yes, because new partitions and ceilings affect exits, detectors and sprinklers. The extent of the drawings depends on the size and the activity. We confirm the requirement after seeing your layout.
Can my fire contractor submit the drawings instead?
Fire contractors approved by Civil Defence usually prepare shop drawings for installation. Design-stage drawings for a permit are submitted under a consultant's signature. We coordinate with your contractor so both sets match.
How long does Civil Defence approval take?
We do not quote a period. It depends on the building type, the completeness of the drawings and the number of comment rounds.
